Republican Gov. Doug Burgum has signed a law banning abortion throughout pregnancy, with slim exceptions up to six weeks’ gestation. In those early weeks, abortion would be allowed only in cases of rape or incest. But after six weeks of pregnancy, rape and incest victims cannot get abortions, making this law one of the strictest in the country. The law is designed to go into effect immediately. That is despite a ruling last month from the North Dakota Supreme Court, which is blocking another ban on abortion in the state while a lawsuit over its constitutionality proceeds.
